目的・概要

This course is intended to generate comprehensive understanding of theories and practices in educational development and cooperation.  This course aims the acquisition of basic knowledge and skills necessary when approaching issues in educational development and cooperation.  The class covers major methodologies in social sciences, as research in educational development and cooperation inevitably requires an interdisciplinary approach.  Then, the class provides an overview of practices in international cooperation in education.  Starting with an introduction to basic governance structures and organizations of international cooperation, the class covers major issues in the practices of educational development and cooperation at various levels in education.

Part 1: Approaches in Educational Development and Cooperation Introduction: Contemporary issues in educational development and cooperation

- Overview of current education systems in the world, and expectations of research for educational development and cooperation

- Human capital investment: human capital theory, signaling theory, internal labor markets and “diploma disease.”

- Knowledge economy and innovation, networking and harmonization: social capital, social integration and nation building, brain drain, brain gain and brain circulation, soft power

-Access, equity, and human rights: access, equity and widening participation, diversity and mutual understanding, global citizenship and human rights

- Policies, planning, and assessment: educational law and regulations, educational policies and planning, accountability and assessment

- Finance in Education: public and private, centralization and decentralization, student aid, loans, bursaries and income-contingent taxation, performance-based funding

Part 2: Practices of International Cooperation in Education

- Major players of international cooperation in education:  international organizations, national and local governments, NGOs, individuals

- Global frameworks: Education for All, Sustainable Development Goals, Global Partnership for Education, Education for Sustainable Development, quality assurance in Education

- Basic and non-formal education: literacy and citizenship, infrastructure and finance, policy, governance and management, teacher training, community development

- Post-basic, technical and vocational education: articulation, access and equity, relevance to industry and social development, facilities, equipments and finance, policy, governance and management, teacher training and capacity building

- International cooperation in tertiary education: access and equity, research, development and innovation, globalization, networking and contribution to society, facilities, equipments and finance, policy, governance and management, staff development and capacity building
