Purpose & Description

This is an introductory course on project planning and evaluation. It aims to provide basic knowledge required for management of whole program and project cycle including identification, preparation, appraisal, implementation and evaluation of projects. Special attentions are given to various ex-ante and ex-post evaluation methods. Computer exercises of calculation of project cash flow are included. Participatory method of formation and preparation of projects as well as Public Financial Management, which has developed recently, are also included in the lectures.


本授業はプロジェクトの計画と評価に関する基礎的な講義であり、選定、準備、審査、実施、評価というプログラム/プロジェクト・サイクル全体のマネジメントのために必要な知識の習得を目指す。特に事前、事後の評価手法の実際への応用に重点を置き、キャッシュフローによる費用便益分析に関してはコンピュータを使用したケーススタディー(演習)も行う。また、参加型手法や最近重視されてきている公共財政管理についても評価の視点から取り扱う。

 

 

 Aim of the course

 

The aim of the course is to obtain basic theoretical knowledge and

practical skills on planning, implementation and evaluation of

development programs and projects, which are indespensable for policy

makers, planners and line managers in developing countries as well as

aid practioners and workers at international organizations, bilateral

aid agencies, NGOs and consulting companies. The course also aims to

obtain the capacity to apply latest theoretical developments and

findings to solution of actual challenges.

Evaluation

The evaluation will be based on a term paper (50%) and degree of active participation to the lectures (50%). The term paper is to draft ex-ante evaluation documents of project or program to solve issue which each student regards as relevant 

課題(ペーパー)を課す:実際の問題解決のためのプロジェクトあるいはプログラムの事前評価資料を作成する。このペーパーを50%、授業への積極 的な参加状況を50%として総合評価を行う。
